Change Folder Background & Text Color in Windows 7
Windows 7 Folder Background Changer is designed to change folder background, change folder text color, and add shadow to the text. When you change a folder background, you can also apply the change to its subfolders. While the title of the program implies that it can only change folder background, it can be used to change drive background as well when I tested it. If you want it, the change to the drive background can also be applied to the directories.

To change a folder background, just select a folder and the picture for the background. The change will be applied once you select a picture. You can remove or change the picture anytime. Navigate to the folder, click “Remove Background Image” button, and uncheck the “show shadow under text” and “apply to subfolders” to remove these changes as well.
